National Briefing: Paving a Health Coverage Enrollment Superhighway: Bridging State Gaps Between 2014 and Today

The Affordable Care Act presents states with a transformative vision for eligibility and enrollment systems for public and publicly subsidized health coverage after 2014. New state systems will provide a consumer-centric, “best in class” service experience that allows one-stop shopping, minimal documentation burdens, promotes information-sharing through the use of state-of-the-art systems and assists consumers to navigate the process. This new vision contrasts sharply from today’s welfare-era, paper-based processes with complex eligibility rules, outdated legacy system technologies, and little help for most applicants. What are the key challenges for states to bridge the gap between today and 2014 and what resources and models should states consider as they plan for change?

 

The national briefing will discuss these issues, with particular focus on:

  • Challenges and opportunities related to systems and technology upgrades;
  • Political and financial landscape changes;
  • Consumers’ unique perspectives; and
  • Reorganizing work at the local and county level to fit with the new more centralized model under ACA.
