A Framework for the Development of Managed Care Contracting Specifications for Dually Eligible Adults

A growing number of states are planning or implementing risk-based managed care programs for dually eligible adults: those who are eligible for both Medicaid and Medicare. The design of these programs is vastly more complicated than those previously implemented for AFDC beneficiaries. Eligibility for Medicare is one complicating factor, and the diversity of the target populations — elderly people and adults with disabilities is another.
