Laurie Hutcheson

Laurie Burgess Hutcheson, M.S., has over 30 years of experience working in health care, long term services and supports, and behavioral health care delivery systems, including working in leadership positions for nearly 18 years in Massachusetts health and human services agencies. Laurie worked from 2005-2009 as Executive Office of Health and Human Services deputy assistant secretary for disability policy and programs, the oversight agency for six disability agencies, where she focused on improving the state’s long-term care and Medicaid service systems for persons of all ages with behavioral health issues and/or disabilities; developed the state’s “Community First” position paper; and led the development of the state’s Community First Olmstead state plan. She then worked for three years as Department of Mental Health assistant commissioner for quality management and policy, from 2009-2012. From 1998-2005, Ms. Hutcheson co-founded and worked as executive vice president of Bailit Health Purchasing, providing consulting assistance to state agencies around the country. She formed Bailit after leaving a leadership role in the office of Medicaid where she had worked on managed care program development, including the state’s first managed care and health reform waiver programs that ultimately led to the development of what is now “Obamacare.” Since she left state government in 2012, Laurie has worked in Massachusetts as vice president for program development and strategic planning at Riverside Community Care, a large community-based behavioral health and human services organization. At Riverside she is responsible for developing new programs, creating integrated behavioral health and primary care collaborations with health care systems, and for providing strategic advice to the executive leadership and board of directors. Laurie joined the National Academy for State Health Policy in April as a policy fellow, part time, focusing on behavioral health integration and LTSS-related projects and initiatives. Laurie earned her B.S. in psychology from Tufts University and her M.S. in health policy and management from the Harvard University T.H. Chan School of Public Health.
